Abuse and neglect

Introduction

Abuse is any harmful action or behaviour that causes distress, harm, or suffering to someone on purpose. It can happen in places like care homes, hospitals, and at home. Recognising abuse is important to protect adults who might be at risk.

Safeguarding means protecting an adult’s right to be safe from abuse and neglect. People and organisations will work together to prevent and stop abuse or neglect.

Adult safeguarding is shared across a range of public services, but the Council have the key responsibility for it. An adult at risk may be a person who:

  • are elderly and frail due to ill health, physical disability, or cognitive impairment
  • has a learning disability
  • has a physical disability and/or sensory impairment
  • has mental health needs
  • has a long-term illness or condition
  • misuses substances or alcohol
  • is a carer such as family members and friends
  • is unable to show the capacity to make a decision and is in need of care and support.

Adults can be more at risk of abuse when they live:

  • alone
  • have care and support needs
  • depend on others, for example to manage their money
  • find it difficult to communicate.

The Buckinghamshire’s Safeguarding Adults Board (BSAB) has a responsibility for protecting adults at risk of harm or abuse and improving their well-being and daily lives.
