The place where a person normally lives is known as their ‘ordinary residence’.

Local authorities use a person's ordinary residence to decide who's responsible for:

  • carrying out their assessments
  • funding the care and support needs their eligible for

The purpose of this policy is to set out:

  • what the council considers when identifying an adult’s ordinary residence
  • how the council manages disputes with other local authorities about an adult's ordinary residence
